Where should i get my first tattoo?

I'm 16, and Next month I'm going to go with my dad to get his Harley wings. I been wanting a tattoo and my dad said I can get one.I already know what I want (Asian dragon tat). I just don't know where to get it.I was thinking about getting a small one on my arm or one on my back.Where is the best place to get a first tat?
