What type of scooter looks like a harley?

I have seen a 48cc scooter that looks like a harley davidson sports er? Who makes this. the guy says he gets 50 mpg and it is street legal tops out about 45 and you would never know it is a scooter to look at it....has side pipe on the left side and is chain driven.
